Where 'nation' describes the legitimacy of a polity, 'government' describes its machinery. Power is the truth of the machine — what it can actually compel. Ideology is the goodness of the machine — what it claims its compulsion is for. Taxation is the beauty of the machine — the visible, recurring rhythm by which citizens feel the state in their lives. Together they describe not what governments should be but what every government actually is.
